Cook vegetable noodles over medium heat in a small amount of oil until just begins to soften (approximately 5min.). Set in refrigerator to cool. Finely chop cilantro. Slice scallions.
Combine soy sauce, rice vinegar, juice of half a lime, mirin, and sugar in a small bowl and whisk.
In a serving bowl toss together vegetable noodles, cilantro, scallions, and lime dressing.
