Mince garlic cloves and ginger. Dice white onion. Slice broccolini into roughly 2 inch pieces. Thinly slice scallions. Season steak generously on both sides with salt and pepper.
Heat half of the sesame oil in a pan or work over high heat until it ripples. Sear steak in pan cooking to desired doneness. Set aside.
In a soup pot heat the remaining sesame oil over medium heat. Add garlic, ginger, and onion and cook for 3 minutes. Add soy sauce and sriracha sauce, stir to combine and cook for 2 more minutes. Add beef broth to pot and bring mixture to a boil. Once boiling remove from heat, add carrot noodles and broccolini, cover and let steep for 5 minutes.
Split soup equally between 4 bowls. Slice steak across the grain, split evenly into 4 piles, and lay in a fan on top of soup in each bowl. Garnish soup with scallions and sesame seeds.
